Support the Constitution Pipeline
In January 2026, we submitted the below comment to the Federal Energy Regulatory Commission (FERC) following Williams' Companies reactivating an application for its Constitution Pipeline Project. This application seeks reissuance of a certificate of public convenience and necessity, following much discussion among state and federal leaders to revive this project that would help deliver Pennsylvania natural gas to millions of homes in New York and New England.
Join fellow advocates who have signed our comment below that we will submit to our federal regulator and other decision makers as Constitution faces more permitting milestones!

Dear Secretary:
I join Pipeliners Local 798 in expressing support for the Constitution Pipeline Project. This is an approximate $800 million investment in New York and Pennsylvania’s energy infrastructure network that will deliver cost-effective and clean natural gas to millions of homes and businesses in the region, while generating critical economic activity and supporting thousands of jobs for skilled tradesmen, many of whom are Pipeliners Local 798 members.
This project will immediately play a vital role in New York’s economy and job outlook, creating thousands of good jobs for the state’s workforce. This is significant, as good portion of the state’s manufacturing jobs currently depend on the natural gas industry.
Williams has demonstrated its commitment to safety and efficiency throughout the planning process by collaborating with impacted community members, stakeholders and state agencies to develop the most responsible pipeline route. The company also developed the Constitution Pipeline Community Grant program to give back to community organizations within the project footprint. The grant program has awarded more than $2 million to hundreds of organizations to date, and project approval will help ensure the program's continued success.
I support the final approval of the Constitution Pipeline Project due to the following key benefits:
- directly and indirectly create 2,500 jobs and generate approximately $295 million in labor income;
- generate $105 million in New York and Pennsylvania tax revenue;
- help the region meet aggressive clean-air goals, particularly New York, where air quality has already reached its cleanest levels since 2013 thanks in large part to increased natural gas use;
- transport enough natural gas to serve over 3 million homes.
The Constitution Pipeline will provide a vital link to the region’s ample supply of natural gas, while supporting good jobs for local craftsmen and generating critical economic activity. This is why I urge the swift approval of this important project.

Mountain Valley
About the project
MVP received federal approval in June 2023. The U.S. Supreme Court ordered in August for construction on MVP to resume, granting a request to lift lower court orders that had halted the project and (again) delayed its completion.
In April 2022, the Federal Energy Regulatory Commission amended Mountain Valley Pipeline's 2017 Certificate of Public Convenience and Necessity, supporting project completion under water bodies with specific construction methods. MVP, which is already 94% complete, still needs authorization from other agencies for work in remaining streams and wetlands.
With a vast supply of natural gas from Marcellus and Utica shale production, MVP is expected to provide up to two million dekatherms per day of firm transmission capacity to markets in the Mid- and South Atlantic regions of the U.S.

Sign Our Comment to Decision Makers
In late 2024, Minnesota and North Dakota granted permits for Summit Carbon Solutions’ Midwest Carbon Express project, a proposed multibillion-dollar carbon capture and storage (CCS) pipeline that is expected to support more than 12,000 construction jobs, many going to Local 798 members.
More than 2,000 advocates signed our petition to support this project during a previous comment period. Stand up with us again! Sign our petition below that we will submit to regulators and other decision makers to show support as it continues to move through the permitting process.
Dear Official:
Please accept this comment in support of Summit Carbon Solutions' Midwest Carbon Express project, a multi-billion-dollar investment in Iowa, Minnesota, North Dakota, South Dakota and Nebraska.
Once in service, this project will provide much-needed economic relief across smaller and rural communities in the Midwest. This is poised to create good jobs for the local workforce, generate critical tax revenue and increase access to reliable energy. The construction phase alone is expected to create more than 12,000 jobs, a number of which should go to the dedicated members of Local 798 who depend on infrastructure projects to provide for their families.
More reasons why I support the Midwest Carbon Express Project are outlined below:
- Summit Carbon Solutions is partnering with ethanol plants across the Midwest to create new revenue streams for this industry, which currently supports 360,000 jobs and annually contributes $45 billion to the U.S. GDP;
- Project leadership has clear plans to partner with local businesses and stakeholders during the construction and operational phase of the project, ensuring it provides a meaningful, ongoing economic boost to communities across the Midwest;
- Summit Carbon Solutions has outlined steps to prioritize project safety, including only utilizing highly rated materials such as American-made high strength carbon steel, as well as maintaining an operations center in Ames that will monitor the system 24 hours a day, seven days a week, 365 days a year.
Approving this project is just one step we can today to help solve the dual challenge of rebuilding our economy and addressing the urgent threat of greenhouse gas emissions. This is why I urge decision makers to join me in issue necessary approvals for Midwest Carbon Express.

Southeast Supply Enhancement Project
About the project
Williams Co. is expected to file initial paperwork in 2024 on its Southeast Supply Enhancement project with a target in-service date by the end of 2027. This is a substantial expansion of the existing Transco pipeline’s system that would run from Virginia to Alabama, moving up to 1.5 billion cubic feet of methane gas per day.
This is a significant investment that will support good jobs for our members in the Southeast and Northeast region and is the first large-scale takeaway expansion to be announced in the area since the long-delayed Mountain Valley Pipeline was cleared. Over the course of two weeks in September 2025, we prepared submissions - with more than 2,300 comments - to the Illinois Commerce Commission (ICC) and Iowa Utilities Board (IUB), as they accepted public comments on permits for the Mt. Simon Hub project, a pipeline proposed by Wolf Carbon Solutions and Archer Daniels Midland Company that will stretch from eastern Iowa into Illinois. Specifically, the project is seeking from the Illinois Commerce Commission a "Certificate of Authority to Construct and Operate a Carbon Dioxide Pipeline and when Necessary to take Interests in Property as Provided by the Law of Eminent Domain"; and from the Iowa Utilities Board a Hazardous Liquid Pipeline permit.
Thank you to all who signed our comment for submission! If you signed after September 21, we may include your name in future submissions to state and federal regulators to support this project.

On behalf of United Association of Journeymen and Apprentices of the Plumbing and Pipe Fitting Industry of the United States and Canada (UA) and our more than 300,000 members, I want to express our continued support for the Mt. Simon Hub and encourage a thorough review and timely approval of this important project. We believe that Wolf Carbon Solutions’ Mt. Simon Hub will be integral to job creation, environmental improvement and long-term economic growth of our region.
As a proud UA member, I am excited at the prospect of playing a central role in making this project a reality. With the potential to create more than 2,700 construction jobs, generate over $478 million in wages and salaries and to contribute upwards of $75 million in state and local taxes for our state, the Mt. Despite the significant environmental and economic benefits that Carbon Capture and Storage (CCS) infrastructure projects generate, activists aim to halt their development and kill the jobs they provide, many belonging to Local 798 members.

As an energy consumer concerned about our nation’s economic future and the state of our environment, I am proud to support the investment in and development of Carbon Capture and Storage (CCS) infrastructure projects.
CCS projects receive bipartisan support precisely because they represent a common-sense solution to the challenge of “building back better” as we emerge from a pandemic-induced economic downturn, and as we continue to address the growing urgency to lower carbon emissions.
Given the energy limitations and high cost of infrastructure associated with “clean energy” alternatives, such as solar and wind power, it is difficult to imagine how federal climate objectives (including reaching net-zero carbon emissions by 2050) are met without widespread carbon capture and sequestration.
These projects also generate substantial economic activity, as many require installation of new infrastructure specifically to capture the CO2 emissions before they are emitted into the atmosphere. Summit Carbon Solutions’ Midwest Carbon Express Project, for example, is anticipated to support up to 17,000 jobs during construction alone and will install new infrastructure in 31 ethanol plants across five states, indirectly supporting jobs for workers in other industries across dozens of communities.
I support Carbon Capture and Storage pipeline projects for the following reasons:
- We must substantially increase carbon capture and storage capacity to help reach emission reduction goals; a July report from the U.S. Council on Environmental Quality found that a CCS industry large enough to meet the “net zero” emissions goal by 2050 would require 68,000 miles of new CO2 pipelines. This simply cannot happen unless we invest in meaningful change in our nation’s energy infrastructure now;
- CCS infrastructure is already making a significant difference in emissions reductions. One facility in Wyoming, for example, captures enough carbon dioxide each day to equate to removing 1.5 million cars from the roadways;
- CCS projects generate critical economic activity and support good-paying jobs for our nation's industry craftsmen, many of whom are Local 798 members;
- Carbon capture technology carries a remarkably safe track record. It has successfully been in use since the 1990s, and there are roughly 5,000 miles of CO2 pipeline and 40 ethanol plants using this technology in the U.S.
For these reasons, I urge decision makers to join me in support of Carbon Capture and Storage infrastructure projects – for our nation’s immediate and long-term future.

Upgrading and modifying existing gas pipelines and midstream infrastructure to carry biofuels and low-carbon hydrogen would generate good jobs for our nation’s construction workforce and boost economic activity while supporting low-carbon goals.
Sign our petition below supporting hydrogen pipeline infrastructure and the jobs that these projects will provide to craftsmen across the country, including many Local 798 members.
As a forward-thinking supporter of a strong energy industry, I join Pipeliners Local 798 in support of utilizing existing infrastructure and developing new pipelines for the purpose of transporting renewable hydrogen.
By making lines hydrogen-capable, we can best prepare for a responsible energy future while helping to grow opportunities for industry craftsmen across the nation, many of whom are members of Pipeliners Local 798, a trades union representing the most highly trained, skilled and dedicated men and women in the energy industry.
The U.S. has a robust natural gas transportation and storage network – approximately three million miles of natural gas pipelines run throughout the nation – yet, these critical pipelines could become stranded assets within decades, as government leaders push towards aggressive carbon emission goals. This presents both a tremendous challenge and opportunity to utilize the existing pipeline network to also transport other clean-burning energy sources like renewable hydrogen.
While I believe that natural gas should play a vital role in our energy system for years to come, I recognize the growing urgency to invest in renewable energy sources. Modifying gas pipelines and midstream infrastructure to carry biofuels and low-carbon hydrogen is smart strategy, as these projects generate critical economic activity, support good jobs and ensure the delivery of reliable, clean energy to American homes and businesses.
I support investment in renewable hydrogen pipeline infrastructure for the following key reasons:
- Utilizing existing infrastructure for renewable hydrogen distribution supports good job opportunities for industry craftsmen and generates critical local and state economic activity;
- While renewables like solar and wind are limited by electrical grids, hydrogen can be efficiently transported by pipelines, which are built and maintained by a skilled workforce of pipefitters, welders and other craftsmen who depend on infrastructure projects to provide for their families;
- Hydrogen in distribution pipelines would help decarbonize industrial processes, supporting environmental goals.
Upgrading and modifying existing gas pipelines and midstream infrastructure to carry hydrogen would generate good jobs for our nation’s construction workforce and boost economic activity while supporting low-carbon goals. Support Texas Pipeliners
The Permian Global Access Pipeline (PGAP) is expected to submit the 7(c) Natural Gas Certificate Application with the Federal Energy Regulatory Commission (FERC) this year. The project was proposed in 2017 as part of Tellurian LNG's strategy to form a $7 billion pipeline network, along with the proposed Driftwood Liquified Natural Gas Terminal in Louisiana, supporting 15 thousand jobs in Texas and Louisiana.
Help secure jobs for local pipeliners! Sign the below petition that we will submit to FERC and other decision makers at the appropriate time.
I support the Permian Global Access Pipeline (PGAP), a critical investment in the Texas and Louisiana natural gas infrastructure network that will provide good jobs for Local 798 members and increase regional access to reliable, domestically sourced energy.
Once in service, the project will be an integral part of the proposed Tellurian Pipeline Network, which represents a $7 billion investment in the region's economic and energy future, including the creation of approximately 15 thousand jobs in Texas and Louisiana. Many of these jobs belong to the hard-working members of Local 798, a trades union representing some of the nation’s most skilled and dedicated craftsmen.
I support the Permian Global Access Pipeline for the following key reasons:
- the project team is incorporating all the most current federal standards into the design and operations of the pipeline, and in many instances, these standards will be exceeded to ensure the safest and most reliable system;
- the pipeline will be monitored 24 hours a day, 7 days a week to ensure ongoing safety;
- once in service, PGAP will help meet the region's growing energy demands, as it is designed to transmit 2 billion cubic feet of natural gas per day from West Texas to the Lake Charles area by late 2023 or early 2024;
- as part of the Tellurian Pipeline Network, PGAP will contribute to billions of dollars in state and local tax revenue, as well as an estimated 15 thousand jobs for regional construction workers.
Due to the reasons listed above, I urge the Federal Energy Regulatory Commission and other regulatory agencies to issue necessary permits for this critical project without delay.
